I always assumed actors trade any rights to their likenesses as Characters to the movie studios as part of their fees so the studios and producers can make money from merchandising.
The other question we don't know is whether Lanard got full rights to the franchise or rights to make specific toys or Characters. Bear in mind there are development costs for new figures, they already had a mould for the Rock, they may be testing how a new franchise would sell before committing more upfront costs for new figures.
Has any actor had action figures made in as many different franchises as the Rock? It's hard to think of anyone...
